Since Ukraine gained independence, license plates changed four times. Until 1992, the plates in Ukraine were of Soviet model. However, from 1992 to 1993, the country obtained its own mark. It was the white background with black letters and numbers on it (for vehicles of individuals and legal entities); black background and white numbers (military vehicles); red and yellow plates (for diplomats and non-residents of the country). In other words, these plates were only mild modification of the license plates of Soviet times. Plates of 1993-1995 were also little changed - they got an image of the flag of Ukraine with the acronym UA underneath.

In the following decade (1995-2004) license plates are markedly different from the Soviets, and were modified several times. Also during this period appeared new types of plates. The main difference is that the license plates of Ukraine divided by regions: each region (as well as cities with special status Kyiv and Sevastopol) were assigned numbers from 01 to 28 (the number 28 is a nationwide series).

The transit plates were one of the new features. Initially (1995-2000), they were in the form of the flag of Ukraine. The UA sign was in the upper right corner and a vertical word "transit" was in the bottom corner. Then, within a year the transit plates look like regular, the only difference was the blue background, not white. After 2001, all transit license plates and the modifications obtained the green background. Another recent development has been the emergence of special plates: license plates of policy makers’ transport, passenger carriers, the Interior Ministry and technological equipment.

Since 2004 to the present day (2013) license plates in Ukraine remained virtually unchanged, the latest modifications were made in 2007. Regions of Ukraine are represented by non-letter code, apart from some exceptions, which you can see below. Today, the standard number of the car in Ukraine is as follows: the left edge of the license plate is presented in the form of the country's flag with the national emblem on blue background and the acronym UA on yellow background, followed by two letters, four numbers and two letters. Numbers and letters are painted with black paint on the white background; license plate got black outline also. Plates for single trips include six numbers and two letters after them, or a letter, five numbers and two letters more at the end; these plates got red background. Diplomatic plates are also white now (before 2004 they were red). Now you can make plates to order. It is easier to distinguish the number of senior management of the Ministry of Internal Affairs, of the Defense Ministry and of the Ministry of Internal Affairs employees.

License plates marking for military and special services

Force structures of Ukraine (military units and the executive authorities with their subordinate military formations) use letter designations that are different from civil and diplomatic service. The military use the letters А, В, Е, К, Н, Р, С, Т for the motor transport. For the trailers are using the letters І, М, О and Х. The letters are combined with numbers from 1 to 9.

State Special Transport Service uses a combination of Г2. It is worth noting that the combination of Г1 previously owned National Guard, but it was disbanded in 2000.

Its own license plates have the Security Service of Ukraine (SBU) and the Civil Service of Special Communication and Information Protection (DSSZZIU). At their disposal are the letters C, P, T, and the number 6. Code C6 belongs to the SBU; P6 and T6 are the sharing symbols of the both services.

The Internal Troops of the Ministry of Internal Affairs of Ukraine uses a combination of Ф4 and Ф5. The first one is for transport, and the second one is for trailers. The State Service of Ukraine of Emergencies uses a combination Ч1, Ч2 and Ч3.

State Border Service of Ukraine uses on license plates letter the Ю, and the last digit is a marker of regional identity of the Service. Society for Promotion of Defense of Ukraine uses a combination of Я1.

Grading of reserved car plates

After the abolition of special license plates for members of authorities in 2007, some series have been completely or partially reserved for use by the authorities. Most series are reserved for Kiev's license plates, since all the authority structures are concentrated in the capital city of Ukraine.

Existing types of license plates


License plates for motor vehicles, trailers and buses. Issuance is in alphabetical order (AA, AB, AC, etc.). Issuance of trailers goes in reverse order (ХХ, ХТ, ХР, etc.).

Plates for occasional (transit) trips by cars, vehicles with trailers and buses. In this case, the first two digits indicate the region of registration of the vehicle by encoding of 1995-2004 period. These plates are valid for up to two months.

These plates are attached to the large-capacity and process technology vehicles. Until 2010 the letters of the region code did not match the license plates, but now they are the same. The exception are series of AA (Kyiv) and CH (Sevastopol), they are united with the codes AI (Kyiv region) and AK (AR of Crimea).
